Thus, said the erstwhile police Provincial Investigation Branch (PIB) chief PSupt Luis Ventura on the arrest of Tarlac province’s No. 1 Motor Rider Suspect (MRS) at Barangay Estipona, Pura town last December 19, 2017.
In a press briefing Ventura identified the ”notorious motor-rider criminal personality” as Rex Mallari y MIllo, 41, of Barangay Estipona.
Mallari was arrested by elements of the PIB by virtue of a court-issued search warrant (SW No. 052-17) at his residence.
Confiscated from Mallari is a fully loaded caliber .38 pistol and a fragmentation grenade.
Ventura explained that MRS is a new police category of suspected criminal personalities who make use motorcycles on their “illegal and heinous activities”.
He also revealed that the MRS was introduced by the PNP leadership when the police were “temporarily removed from the national government’s anti-drug campaign”.
“The MRS is a focused police pro-active approach to lessen crimes committed by suspected criminals who use motorcycles. It is now one among the primary mandate of the police intelligence units”, Ventura disclosed.
Apparently, Mallari is suspected of involvement in several illegal activities including gun-for-hire, motornapping, cattle rustling, among others, and he is listed as No1. Among the top 10 MRS in the province.
As this developed, Tarlac Police Provincial Director PSSupt Ritchie Medardo Posadas commended Ventura and the Pura police force for their “exemplary accomplishment”.
“The arrest of Mallari means: one notorious criminal personality out of the streets of Tarlac province. The PIB and the Pura police force deserve commendation for arresting the No. 1 MRS”, Posadas said.
Mallari is now detained at the Camp Macabulos, Tarlac City, detention facility and is facing charges without bail.
